Animal Waste Management System Checklist
This checklist is designed to assist CAFO producers to know if their animal waste management system
complies with Arizona general NPDES permit requirements. If the answer to any of the questions below is
no or unknown, it is strongly recommended that the producer change the practice where possible, or consult
the NRCS, Cooperative Extension, or engineering firm familiar with the NPDES permit requirements.

1	Is the animal waste management system designed, constructed, maintained, and
	operated to contain all process waste waters (i.e. wash water, parlor water, watering
	system overflow) plus all contaminated runoff from a 25-year, 24-hour storm event?			YES	NO

2	Is all manure (liquid and solild) land applied in accordance with a certified Nutrient
	Management Plan and does not cause or contribute to a violation of state water
	quality standards?			YES	NO

Minimum Standards			(a "No" answer is a violation of the permit)
3	Are feeding lots and manure (solid and liquid) holding areas protected from precipitation
	or flows up to a 25-year, 24-hour storm event?			YES	NO

4	Does the liquid manure containment structure have freeboard to prevent overflow
	or berm failure?			YES	NO
	(After a rain event, inspect the containment structure to ensure that there is
	adequate freeboard. Record the freeboard amount on Permit Worksheet #5)

5	Has the operation either stayed the same or reduced its size or number of animals
	since the animal waste management plan was developed and implemented?			YES	NO

6	Has the operator refrained from applying manure to land that is saturated, flooded,
	frozen, or in any other condition that may result in a discharge?			YES	NO

7	Are practices near feedlots, manure storage areas, and land application areas
	maintained to minimize discharge to surface waters?			YES	NO
	(Practices include buffers, irrigation return flows, drainages to containment structures)

8	Are chemicals handled in such a way to prevent entrance into waters of the US?			YES	NO

9	Are hazardous substances or toxic pollutants handled in such a way to prevent entrance
	onto manure (liquid and solid) control or retention structures?			YES	NO

10	Are dead animals disposed of in such a way to prevent contamination to waters of the
	US?			YES	NO

11	Are appropriate measures taken to prevent spills (defined as discharges of a toxic
	pollutants or hazardous substances?			YES	NO
	If spills occur, are they reported?			YES	NO

13	If the retention structure was constructed after the effective date of the Arizona
	general NPDES permit, was it lined according to NRCS standards?			YES	NO

Nutrient Management Plan: an NMP is required either two years after the effective date of the permit or
thirty days prior to start of land application, whichever is later. However no discharges are allowed without the
NMP, even before the NMP deadline.

14	Does the operator land apply manure?			YES	NO*
	* If no, skip questions 15 & 16.

15	Has an NMP been developed and approved by a certified NMP planner for land
	application of solid or liquid manure?			YES	NO

16	Has the NMP been implemented? (Implementation includes the appropriate record
	keeping, following prescribed application frequency and rates, and all elements of the
	NMP)			YES	NO

Off Site Land Application

17	Is manure (liquid or solid) taken off site for land application by someone other than the
	CAFO operator?			YES	NO*
	If no, skip number 18.

18	Are the permit requirements for off site land application being followed? (See Off Site
	Land Application Record Keeping sheet or Part IV.B.3.d. in the permit for requirements)			YES	NO

19	Are the following kept together as part of the NPDES records?			YES	NO
		BMP Plan
		Notice of Intent to be covered by the permit
		Permit
		NMP Plan
		All BMP worksheets, monitoring worksheets, reporting worksheets,
		and manure application worksheets, or their equivalent
