4.  Financial and Technical Assistance

This section provides information on sources of financial and technical assistance for:

  • Producers that want to learn more about water quality regulations and how to comply
  • Producers that have received an NOC or NOV 

The USDA-Natural Resources Conservation Service (NRCS), local Conservation Districts, and Farm Service Agency (FSA) may provide financial resources to operations that request assistance, provided that they have not received an NOV, citation, or fine.  These cost-share programs are outlined in this section.  Technical assistance is provided free of charge from NRCS.  In addition, NRCS is in the process of developing training on BMPs and NMPs for third party vendors.

University of Arizona Cooperative Extension provides technical and educational assistance to producers and conducts research in animal waste management.  A description of each of these organizations and a listing of offices to contact is found in this section.

The Arizona Department of Agriculture (ADA) provides a compliance assistance program that is available to all AFOs.  Their program is also outlined in this section.

AFO owners may also contact private consultants, contractors, and laboratories to assist them in bringing their facilities into compliance.  A list of those providers is included in this section.
