Morrill Act of 1862

College of Agriculture and Life Sciences at the University of Arizona

30,000 acres per senator and representative n congress.
Method of selling lands for obtaining an endowment.
State pays the costs related to land sales.
Must invest proceeds in stocks and use interest earned.
Operational guidelines:
State must replace money losses to fund.
Fund may not be used for buildings.
State must create a college within 5 years.
Must provide annual report.
Highly valued land will create proportionate reduction of total acres in the grant.
No state in rebellion will benefit.
State legislature approval within two years.
Land location is to be done after 1 January 1863.
Land officers will receive the same fees as for locating military bounty lands.
Governors must report annually about sales and how funds were appropriated.
