Owners not horses receive points in this Starter
Series. The owner's bonus will be paid to the owner with the most points at the
end of the series. The owners awards each are: First - $2,500, Second - $1,500,
Third - $750 and Fourth - $250. The Owners Bonus of $5.000 will be paid out of
the purse fund. Highweights have preference; however, no entry is permitted to
start to the exclusion of a single interest. All four races must be run for the
bonus monies to be paid.

STABLE RULES
1. All manure and bedding material must be
placed in bins designated by Lone Star Park at Grand Prairie for such purposes.
2. No dogs shall be allowed in the stable
area of Lone Star Park at Grand Prairie.
3. Only Lone Star Park at Grand Prairie rental hotwalkers are
permitted.
4. All faucets located in the stable area must have an
automatic shut-off nozzle and shall be turned off when not in use.
5. Ponies
are not allowed in the paddock or on the turf course.
6. Smoking
is not permitted in the barns or shed rows.
7. No
alcoholic beverage is permitted in the stable area.
8. No firearms are
permitted in the stable area.
9. All licensee's must wear their badge in the stable area,
test barn, holding barn and paddock.
10. All shavings must be bagged. No bulk shavings allowed.
JOCKEY FEES
All Jockey mounts must be paid
prior to the running of a race.

Lone Star Park
at Grand Prairie will be on a 48-hour entry schedule without any scratch time
or also eligibles. All riders must be named at entry time. The Racing Office
will be closed on Sundays and Mondays except November 9, 1998. The Racing
Office will open at 8:00 am on entry days and entries will close at 10:30 am.
Post time is 6:35 pm every day.
Please make note that there
will be a Special Entry Schedule for the weeks of November 8th and
November 22nd.
MBNA America Challenge Championship entries
will be drawn on Wednesday, November 11th.
SCRATCH POLICY
All horses scratched at Lone Star
Park at Grand Prairie may only be made by permission of the stewards.
ELIGIBILITY
Lone Star Park
at Grand Prairie eligibility rules; no entries will be accepted for the
following:
·
Winners that have started for a claiming price
of less than $2,500, unless they have won for $2,500 or more since last
starting for less than $2,500.
·
Maidens that have started for a claiming price
of less than $3,000.
·
Maidens that are Six Years Old or Older.
·
Starter races are considered allowance races for
eligibility purposes.
COGGINS AND HEALTH
To be admitted on to an
association's grounds, a horse must have:
1. A negative test for equine infections anemia
conducted in accordance with rules of the Texas Animal Health Commission in the
twelve-month period preceding the horse's arrival. (To keep Coggins test from
expiring during the meeting, they should be dated after November 28, 1997); and
2. A health certificate issued in the 45-day
period preceding horse's arrival.
LICENSING
PRIOR TO ENTERING a horse at Lone Star Park at Grand Prairie ALL PARTICIPANTS
[Trainer and Owner(s)] must have a current Texas Racing Commission License.
TRAINERS:
1. All Trainers must lie licensed prior to
the entry procedure.
2. All trainers must open a file with the
Racing Office before any of his/her owners' license can be validated.
3. It is the trainer's responsibility to
keep the Texas Racing Commission licensing office current on their owners' and
employees' status. Failure to do so may result in disciplinary action by the
stewards.
4. Whenever a trainer terminates an
employee, the licensing office should be notified. The license badge may be
returned to the licensee if and when he/she is employed by another licensed
trainer.
OWNERS:
1. All
Owners, as iisted on the horse's registration papers, must be licensed prior to
the entry of that horse.
2. Owners'
license will not be issued unless a licensed trainer is named on his/her
application.
3. If an owner is unable to complete
his/her application due to the illness or absence, the licensed trainer
desiring to enter the horse may complete an emergency owner's license for the
absent owner.
4. All owners who lease horses for racing
purposes are responsible for licensing both the Lessee and Lessor.
5. If the owner is not an individual, each
partner who has an ownership interest of five percent (5%) or more must be
licensed by the Texas Racing Commission.
6. A person may not be licensed as an
owner if the person is not the owner of record of a properly registered race
animal which the person intends to race in Texas which is in the care of a
trainer licensed by the Texas Racing Commission.
NOTE:
Owners, trainers, lessors and lessees must be licensed prior to time of entry,
except for stake races. License forms can be obtained in advance by calling the
Texas Racing Commission at (512) 833-6699.
All jockeys, backside personnel
and employees of Lone Star Park at Grand Prairie must be licensed by the Texas
Racing Commission.

ENTRY RULES
1. Racing Office
will open for entries at 8:00 am. Entries close at 10:30 am.
2. All entries must be signed by the
horse's Trainer, Owner, Assistant Trainer or Jockey Agent authorized to sign by
the Trainer.
3. A horse must be tattooed, and the
registration papers and current negative Coggins must be on file in the Racing
Secretary's office not later than one hour before post time for the first race
of that day.
4. When a person makes a coupled entry, the entry with the
better date will be preferred in an overnight race. If they have the same date,
the trainer must make first and second choice. Two horses having a common tie through
ownership or trainer cannot start to the exclusion of a single interest (Stakes
excluded).
5. A
blinker change must be approved by the starter and reported at time of entry.
6. In all races, winners are preferred
except where the conditions of the race state otherwise. Maidens entering in
winner's race must declare at time of entry that the horse is a maiden.
7. Owners and Trainers must be
careful to claim allowances and preference date at time of entry. This is the
sole responsibility of the person making the entry.
8. Horses not entitled to the first
allowance in a race are not entitled to the second and, if not to the second,
then to any subsequent allowances.
9. No horse shall be entered in more than
one race on any racing day (excluding stakes races).
10. Races run at 870 yards will be limited to
8 starters.
VETERINARIAN'S EXAMS
Morning pre-race examinations will be conducted between 8:00 am and 1 1:00 am on race days. Any ship-in horses coming to barns in the stable area can be examined by the Commission Veterinarians during that time in those barns if they are notified of the locations of the horses and a handler is available. All ship-in horses on the Texas Lasix Program should be on the grounds at least five (5) hours prior to the post time of their scheduled race. Horses arriving on the grounds after 11:00 am must be examined at the receiving barn whether they are stalled there or not. The Commission Veterinarian will be available to examine horses in the Receiving Barn between 4:30 pm and 6:30 pm. Please have legs unwrapped and clean.
WORKOUTS AND FIRST-TIME
STARTERS
If a horse has not started in the 45-day period preceding a race, the horse must have one published workout to be eligible to start in that race. If a horse is a first-time starter, the horse must have two published workouts, one of which must be from the starting gate, in order to be eligible to start in a race. The first-time starter must also be approved from the starting gate by the Lone Star Park at Grand Prairie starter for proficiency in the starting gate.
All horses working at Lone Star Park at Grand Prairie must be identified by name (breeding if unnamed), type of workout and distance to the Gap Attendant. Failure to report this information will result in referral to the stewards.
Foal certificates must be on file in the Lone Star Park at Grand Prairie Racing Office before a horse will receive an official work.
First-time starters (Quarter Horses) around the turn must be approved by the clocker prior to entering in one-turn races.
SHIPPERS
All horses entering the Lone Star Park at Grand Prairie stable area must have a valid negative Coggins test dated in the 12-month period before the horse's arrival, and a health certificate issued in the 45-day period preceding the horse's arrival. All horses shipping in to race must stable in the receiving barn or stakes barn.
Horses shipping in to Lone Star Park at Grand Prairie to work or shipping earlier than their scheduled race day must contact the Stall Superintendent before shipping. All horses shipping in to work must vacate the receiving bam by 11:00 am.
NAMING OF JOCKEYS
1. Each horse to be drawn into the race must have its jockey named by the time established by the Racing Secretary for the draw of post positions and before the overnight is printed.
2. An apprentice allowance may only be claimed before entries have closed.
3. It is the trainer's responsibility to engage and name a jockey before the drawing of the race. Should a jockey remain unnamed at the time of the drawing of entries, the Stewards or their appointee shall select one. No jockey, once named, shall be changed except for good cause by the Stewards.
LONE STAR PARK AT GRAND
PRAIRIE
PREFERENCE SYSTEM
1. Preference date will not be assigned until the horse's papers and current negative Coggins tests are on file in the Racing Office.
2. Preference dates will not supersede conditions of a race.
3. All horses registered on or before Monday, September 28, 1998 will receive a zero, which is the lowest possible date. A horse keeps his zero until he runs, scratches, or the papers are removed from the Office (unless, for just cause - tattoo, corrections, etc.) the Racing Secretary may determine the status of the preference date established.
4. All horses registering on the first racing day and afterwards will receive an "R date" corresponding to the racing day of the meeting when registered.
5. When a horse with a zero date is excluded from a maiden special weight race, the horse will be given a 01, 02, etc. The number following the zero is the number of times the horse has been excluded from a maiden special weight race. For example a 01 would have preference over a 0 and a 03 would have preference over a 02.
6. Preference dates are good at any distance.
7. A zero has first preference.
8. Horses that run will receive a running date corresponding to the date they race and lose all dates previously held. This excludes stakes and trials.
9. Horses which scratch or are scratched will keep their preference date as if they had run.
10. All horses placed on the Steward's, Starter's or Veterinarian's lists will be posted on the bulletin board. They will not be permitted to enter until they have been approved to start. A horse which raced before going on a, list will keep its R date. Horses which were scratched will be given an R date of the day the horse comes off the list.
11. If a horse is registered or comes off a list on a non-racing day, the next racing day will be used.
12. In no way does claiming, ownership transfer or trainer transfer of a horse affect the preference date.
13. It is the responsibility of the person making an entry to claim preference at time of entry. The Stewards will consider no claims that do not comply with the above regulations.
14. When a horse's name appears in a race, other than a Sweepstakes, and is entered for the following day, such entry will be given no consideration should the race in which it is entered is overfilled.
PONY PERSON'S ATTIRE
Pony persons taking horses to the post must wear a Lone Star Park at Grand Prairie shirt, jacket and helmet cover and must have a Lone Star Park at Grand Prairie saddle towel. The required items are available for purchase in the Jockey's Room. All pony people are required to wear a safety helmet.
GROOM'S ATTIRE
All grooms should be neatly dressed and wear a numbered vest when taking horses to the paddock.
HELMET AND SAFETY VEST
At Lone Star Park at Grand Prairie, all jockeys and exercise people must wear both a helmet and safety vest on the race track. The outriders will enforce this rule for your safety.
OWNER'S SILKS
All owners
must furnish their own colors- This rule will be strictly enforced.
TATTOOING
All horses must be tattooed to be eligible to start. The cost of tattooing a horse is $50.00, which must be paid prior to the horse being tattooed.
DORMITORY ROOMS
Dormitory rooms will be assigned to trainers based on the number of stalls they have been assigned. The trainer is required to make a deposit of $50 for each room. If the keys are returned and rooms maintained to the satisfaction of Lone Star Park at Grand Prairie management, the deposit will be refunded. The stall superintendent will assign dormitory rooms.
SHOES
On both the dirt and turf tracks, no turn-down shoes are allowed. All shoes will be inspected upon arrival in the paddock.
CLAIMING RULES
Sec. 313.301. Eligibility
to Claim
(a) Except as otherwise provided by this section, in a claiming race, each horse is subject to be claimed for its entered price by:
(1) a licensed owner or lessee or an authorized agent acting on behalf of the owner or lessee;
(2) person who has applied for an owner's license and has been granted approval by the stewards to make a claim.
(b) A claim may not be made directly or indirectly by an owner for his or her own horse.
Sec. 313.302. Claim Procedure
(a) A steward or a designee of the stewards shall supervise the making of claims and ensure the accuracy of all claims made in a race.
(b) A claim must be made in writing on forms and in envelopes approved by the commission. The form and envelope must be filled out completely and must be accurate in every detail. For purpose of this section, the name of the horse as it appears in the official program governs.
(c) The person making a claim is responsible for determining the sex of the horse.
(d) A claim must be deposited in a locked box provided by the Racing Secretary not later than 15 minutes before post time of the race in which the horse being claimed is to start. A person may not place money or its equivalent in the claim box.
(e) Before the deadline for filing claims for a race, a person may not: open the box in which claims are deposited; or reveal information regarding the filing of a claim.
(f) After the deadline for filing claims for a race, a Steward or a designee of the stewards shall open the box, examine the claims, and notify the stewards of all accurate claims. The stewards or designee will then notify the horsemen's bookkeeper of the claims to determine whether the appropriate amount is on deposit with the bookkeeper in accordance with 313.305 (relating to amounts of deposit) and to debit the claimant's account for the amount of the claim, plus all applicable fees. If more than one person enters a claim for a horse, a steward or a designee of the stewards shall determine the disposition of the horse by lot.
Sec. 313.303. Effective Time of Claim
(a) A person who has a valid claim to a horse becomes the owner of the horse when the horse goes on to the racetrack for the race. This subsection applies regardless of whether the horse reaches the starting gate and regardless of subsequent injury to the horse during or after the race.
(b) On the day claimed, a claimed horse runs in the interest of and for the account of the owner from whom the horse was claimed.
Sec. 313.306. Amounts of
Deposit
(a) To make a valid claim, a person must have on deposit with the horsemen's bookkeeper an amount of the claim, plus all transfer fees, in the form of cash, money order, certified check or cashier's check. A personal check may be deposited for the amount of claim and all applicable fees if the check has received prior written approval by the association. The association shall guarantee and be liable for any insufficient funds related to the personal check.
(b) A person who files a claim may not exhaust the person's account with the association during the two-hour period after the claim was filed.
Sec. 313.306. Transfer of
Claimed Horse
(a) A horse that has been claimed in a claiming race shall be taken after the race to the area designated by the association for delivery to the claimant, unless the horse is designated for testing.
(b) A person may not refuse to deliver a claimed horse.
(c) The engagements of a claimed horse automatically transfer to the new owner. A claimed horse is ineligible for entry in a future race unless the entry is made on behalf of the new owner.
(d) A horse may not be delivered to a successful claimant without authorization from a steward or a designee of the stewards.
Sec. 313.307. Responsibility of
Testing
The trainer losing a horse through a claim is nevertheless responsible for the results of any drug tests performed on specimens obtained from the horse. The trainer is responsible for the horse during the testing procedures and may not deliver the horse to the successful claimant in the test barn until the commission veterinarian informs the trainer or representative that all testing procedures are complete
Sec. 313.308. Restrictions on
Subsequent Use
During the 30-day period after a person claims a horse in a claiming race:
(1) the claimant of a horse may not sell or transfer any ownership interest in the horse by any method other than a claiming race.
(2) the horse is ineligible to enter a claiming race or starter race for a price less than 25 percent more than the price at which the horse was claimed; and
(3) the horse is ineligible to start in a race outside this state.
MEDICATION
No prohibited drug, chemical, or other substance may be administered to an animal within the 24-hour period before the post time for the race in which the animal is entered.
Phenylbutazone: Phenylbutazone (bute) is the only approved anti-inflammatory drug which may be present in the body of a horse while participating in a race. The test level of bute shall not exceed five (5) micrograms (mg) per milliliter (ml) of plasma.

Diagnosis of a Bleeder A bleeder is a horse that experiences Exercise Induced Pulmonary Hemorrhage (EIPH). The medical diagnosis of EIPH may be made only by a commission veterinarian or a practicing veterinarian holding a current license from the commission. A veterinarian who diagnoses an EIPH event in a horse participating in pari-mutuel racing in this state shall report the event to the commission veterinarian in a format prescribed by the commission. On receipt of the first report of a diagnosed EIPH event for a horse, the commission veterinarian shall certify the horse as a bleeder.
Admission to the Furosemide (Lasix) Program A horse that has been certified as a bleeder in this state may be admitted to the Lasix program. To be admitted to the Lasix Program, the trainer of the horse must file a request for the horse's admission to the program before the horse is entered in its next race. The trainer of a horse that was certified as a bleeder in another pari-mutuel racing jurisdiction and who competed with Lasix in its most recent start out-of-state is required to request the horse's admission to the Lasix Program. The trainer must provide documentation satisfactory to the commission veterinarian that the horse was certified as a bleeder in another jurisdiction. The request that the horse be admitted to the Lasix Program must be filed before the horse is entered in its next race.
Administration of Furosemide (Lasix) Lasix shall be administered to a horse in the Lasix Program not later than four hours before the published post time for the race the horse is entered to run. The Lasix must be administered intravenously by a veterinarian licensed by the commission. The chief veterinarian shall periodically publish the permissible blood levels of Lasix in post race specimens and shall post the levels at each licensed racetrack. A horse in the Lasix Program in Texas must compete with Lasix until withdrawn from the Program.
Withdrawal from Furosemide (Lasix) The chief veterinarian of the commission shall establish criteria for withdrawing a horse from the Lasix Program and shall make those criteria available in the commission veterinarian's office at each racetrack. To withdraw a horse from the Lasix program, the trainer must apply to the commission veterinarian. The commission veterinarian shall require a signed medical statement from the trainer's regular practicing veterinarian that it is in the horse's best interest to be withdrawn from the Lasix Program. The commission veterinarian may also request a record of past performances, a workout without Lasix, a blood test at the time of the workout to confirm the absence of Lasix, or a post-workout endoscopic examination. A withdrawal request and all accompanying information must be reviewed and approved by two commission veterinarians. The Commission veterinarian must act on a withdrawal request no later than one week after the request is filed. A horse in the Lasix Program may not compete without Lasix until its withdrawal from the Program has been approved by the commission veterinarians. Withdrawal from the Lasix Program does not prohibit a horse from subsequent readmission to the program in accordance with this section.
Bleeders List The commission veterinarian shall maintain a list of horses that have been certified as bleeders and a list of horses that have been admitted to the Lasix Program. On receipt of a report of diagnosed E1PH event, the commission veterinarian shall place the horse on the veterinarian's list. For the first diagnosed EIPH event, a horse shall be placed on the veterinarian's list and is ineligible to start in a race before the 12th day after the date the horse is placed on the list. For the second diagnosed EIPH event - 30 days. For the third diagnosed EIPH event - 180 days. For the fourth diagnosed EIPH event - Barred from pan-mutual racing in this state. A horse that does not have an EIPH (bleeder) event for 365 consecutive days is considered a non-bleeder for the purpose of the paragraph.
Special Notice
The rules of racing adopted by the Texas Racing Commission and Lone Star Park at Grand Prairie ("Lone Star") govern all races run at Lone Star. Nominations to this stake are received only with the understanding that the association reserves the right to refuse the nomination or to transfer any nomination for any cause and without notice to the subscriber. No nomination will be received except upon this condition. All disputes, claims and objections arising out of a race or with respect to the interpretation of the conditions of any stakes shall be decided by their stewards and their decision upon all points shall be final.
Lone Star reserves the right to divide the race in any manner deemed advisable with the total purse under these conditions divided proportionately, to reduce the amount of added or guaranteed money, or to cancel this stake at any time prior to the running thereof, without liability except for the return of the nomination and entry fees.
Nominations are made with the understanding that said nomination does not assure stall space for horses nominated. Application for stable space must be made to and approved by the Lone Star stall committee.
Lone Star reserves the right to transfer any turf stakes race to the main track when deemed necessary.
Earnings as reported by Equibase Company will be used when determining the preference of horses based on earnings.
In nominating for the stake, subscriber assumes all risk of loss, damage or injury to persons, animals or property employed, owned or used by subscriber on Lone Star premises and releases Lone Star from all claims for such loss, damage or injury and the subscriber agrees to indemnify and hold harmless Lone Star from all such claims whether arising from negligence or otherwise.
Subscriber, for himself, his agents and his employees hereby assign to Lone Star any and all right to motion pictures, television and radio broadcasting in connection with this race.
